Title: Using Red Teams to Prioritize Homeland Security Resources
Abstract: Dr. Buettner will describe field work in which three teams of graduate students were indoctrinated using terrorist training materials and then directed to create operations plans targeting three West Coast cities. The students conducted physical recconnaissance of the selected targets and discovered
multiple flaws in exisiting security. The presentation includes photographs from the field work and suggestions for implementing a red team process for HLS resource allocation.
