An AlterBlog reader correctly identified the purpose for the black “crates” piled high on Liacouras Walk. Here you can see how the hole fronting Liacouras Walk is partially filled with those crates and covered with a plastic or tar paper membrane. Runoff from the building or the walkway collects in the detention basin before making its way into the city sewer system.
